TOWN COUNCIL CHAMBERS

PRESENT Chair Richard F. Kehoe, Vice Chair William P. Horan, Jr., Majority Leader Marcia A. Leclerc, Minority Leader Eric A. Thompson, Councillors Marc I. Weinberg, Barbara-Ann Rossi, Linda A. Russo, and Susan P. Skowronek


CALL TO ORDER

Chair Kehoe called the meeting to order at 7:38 p.m.  He announced the exit locations in
accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Mayor Currey (1) stated that she had attended a dinner earlier that evening to honor the Choral Group of East Hartford High School; (2) relayed that there was a fire at the Bakery on Main located on Park Avenue; (3) announced that Channel 3’s Children’s Camp will be held at Rentschler Field this weekend; and (4) stated that the Special Olympic Torch Run will be held on Thursday, June 10th.


APPROVAL OF MINUTES

May 18, 2010 Regular Meeting

                        seconded by Eric Thompson
                        to approve the minutes of the May 18, 2010 Regular Meeting.
                        Motion carried 8/0.


COMMUNICATIONS AND PETITIONS

Appointment of Eric A. Thompson as Minority Leader of the Town Council

Chair Kehoe announced that Eric Thompson will now serve as Minority Leader of the
Council, a position previously held by Donald Pitkin until his recent death.


NEW BUSINESS

Properties Recommended for Tax Lien Sale

MOTION  By Bill Horan
                seconded by Susan Skowronek
                to approve the sale of tax liens as listed on the report attached to a
                memorandum dated May 21, 2010 from Finance Director Michael Walsh to
                Mayor Melody Currey which lists and numerates thirty properties, along with
                the amount of the tax lien for each property and the high bid for each property,
                resulting from the request for proposal relevant to the tax lien sale and to accept
                the high bid for each of the seventeen properties which collectively totals
                $412,261.19.
                Motion carried 8/0.
                                

Suspense List for Grand List Year 2005 and 2006 – Personal Property and Motor Vehicle

                        seconded by Marcia Leclerc
                        to transfer the uncollectible uncollected property taxes and motor vehicle
                        taxes from the 2005 and 2006 Grand Lists for a total amount of
                        $668,653.23 to the suspense tax rate book; the breakdown is as follows:

                        Personal Property               for 2005        $ 29,819.37
                                                        for 2006        $ 41,953.76

                        Motor Vehicle           for 2005        $229,363,27
                                                        for 2006        $367,516.83

                        Motion carried 8/0.


Appointment of James Kate to the East Hartford Housing Authority

MOTION  By Linda Russo
                seconded by Barbara Rossi
                to approve the reappointment of James L. Kate to the Board of
Commissioners for the East Hartford     Housing Authority, whose term
will expire July 31, 2015.
                Motion carried 8/0.


Referral to Fees Committee re: Clear Wireless, LLC Lease

MOTION  By Marc Weinberg
                seconded by Eric Thompson
to refer to the Fees Committee the issue of entering into a lease with Clear Wireless LLC which would allow Clear Wireless to install equipment on the communications tower located at 100 Sunset Ridge, with instructions to review the matter and report back to the Town Council with its recommendations, if any.
Motion carried 8/0.


OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

COUNCIL ACTION ON EXECUTIVE SESSION MATTERS

None


OPPORTUNITY FOR RESIDENTS TO SPEAK

The following citizens came forward to alert the Council about excessive speeding by one individual on Central Avenue:

Todd Matthews, 81 Central Avenue; Ray Tubbs, 135 Central Avenue; Bret Nalesnia, 81 Central Avenue; Jose E. Caraballo, 57 Central Avenue; Daniel Soto, 33 Central Avenue; and Perry Benjamin, 118 Central Avenue.

Mayor Currey stated that she has been working closely with the East Hartford Police Department to resolve this problem.  The Mayor applauded the efforts of the residents on Central Avenue to address the speeding issue and will work with the Council to improve the situation.
